DDC Baramulla chairperson Safina Baig said elected government of any party in Jammu and Kashmir would have never implemented Panchayati Raj system in totality in J&K. She said it’s gift of Modi government to J&K and the credit must be given to it. She, however, said some bureaucrats are trying to sabotage this system fearing loss of power.
