Former union minister and senior Congress leader Dr Karan Singh today paid obeisance at Kheer Bhawani on the occasion of annual mela. He condemned targeted killings and asked government to provide security to all. Dr Karan Singh development promised after abrogation of Art 370 should be seen on the ground.
