E-challan device having market value of  Rs 22,000 was purchased  for  Rs 2.2 lakh  by the SICOP for police headquarters apparently to bring transparency and efficiency in traffic police. Not only it the label of the top supplier of this device and its letter head were also fudged.

Anti-Corruption Bureau (ACB) is now investigating the scam. Earlier the case was  being investigated by crime branch, which falls under purview of Police Headquarters.

The government had decided to hand over the case to  to the Anti-Corruption Bureau. IGP Crime Branch, Jammu and Kashmir, Ahfadul Mujtaba  said the company  shown as supplier had  denied selling it to SICOP

during the tenure of previous Director General of Police Dr S P Vaid  it was decided to purchase e-challan devices the SICOP had briefed the Police Headquarters that M/s Vehant Technology, a reputed firm will supply the machines.

Some police officials found out machine to be quite ordinary and had tag of of POS GL-II, manufactured  by Vision Technology. Investigation found out SICOP had made payment of Rs 40 lakh to Vision Technology even without waiting for nod of the Police Headquarters former SICOP Managing Director RL Tickoo, during whose tenure the e-challan machines were purchased, was grilled by the Crime Branch.
