CM Omar Abdullah said Roshni Scheme was introduced during Farooq Abdullah government it was aimed to give freehold on lease land but there was time limit and celining was pre-militancy days but then during Ghulam Nabi Azad government the time ceiling was withdrawn and scheme was quashed by the High Court. He said Lease policy has to be corrected and Roshini Scheme has to reintroduced in some form or other.
