It was only National Flag that fluttered atop the building of the Civil Secretariat which resumed functioning as Durbar reopens in Jammu Civil Secreatariat after the capital shifted from Srinagar to Jammu. Before J&K was officially declared Union Territory on Oct 31, the state Flag along with the National Flag would be hoisted at the secretariat building.
