Jammu and Kashmir DGP Dilbagh Singh said during anti-insurgency operations collateral damages have been minimised . He said despite repeated advisories for not venturing near encounter site some people still reach their and forces do regret ‘avoidable’ loss. He said the situation has improved in the state.
