Jammu and Kashmir Pradesh Congress Committee has taken strong exception to the arbitrary decisions, regarding the creation of District Development Council seats ignoring the population and topography of districts besides disempowering the elected BDCs mid way during the currency of their tenure, since .teh BJP had failed to win the majority of seats in the elections to the Pachayat bodies, even in the absence of any major opposition parties in the fray.
